Salmonid recovery planning involves more than stream ecosystems
and salmonids. Land uses within a watershed may impact habitat
and influence the cost of purchasing land for restoration projects.
Additionally, the degree to which local residents "buy in" to
a recovery project can be a critical factor for its success or
failure. In order to increase the probability of success, coastal
managers often take social and economic factors into consideration.

Mateo County and Santa
Cruz County in the early 21st Century are presented.
